Luer is a cool looking monsters. His base stats are not that impressive but decent. Anyways he is a support type monster and her skills are super awesome. I mean really awesome. His skills are complete package.

Although Julien stats are mediocre, his third skill is awesome, it attack all enemies, decreasing their Attack Bars by 50% each and weakening their Defense for 2 turns. That would be very helpful in the arena. Make sure this guy attacks first, and everything will die given that you have awesome nukers.

I would suggest to rune him Swift/Focus(SPD/HP/Accuracy). Make sure to get high accuracy and speed.

So where you can use Luer?

Julien is good as arena offence. Actually you can use him everywhere; Giant, Dragon, Necropolis, Aiden Hell, Arena, Toa.

Final Verdict:

Very good monster. Rune him right and he will be a scary support.
